I ended up finding my own solution, Microsoft help desk was hilarious, first person ended the chat after I said the problem. Then you could enable Windows 10 default administrator or start Windows 10 in safe mode. To learn more and to read the lawsuit, click here. I sure hope they didn't protect the BIOS either!
I really need to access this machine and appreciate your response. I have two separate Microsoft Accounts configured as administrator on my computer, both of which are configured with PINs and Picture Passwords, but when I boot into safe mode I am Follow instructions in the dialog window that will appear. or do not.

The only user account shown is my own, not Administrator or anything like that.
